Submissions: Societal Evolution or Social Ruin? Universities and Elite Formation in Central, Eastern and Southeastern Europe

International Cooperation Project of the Austrian Federal Ministry for European and International Affairs and the Karl-Franzens University Graz

****Background****
Since 1989 the countries in transition have taken innovative paths in catching up the educational developments of the European Union. Here numerous challenges have emerged, from the question in which fields highly qualified graduates are most needed, to whether graduates stay in their country after their studies or migrate abroad.
These challenges are not new, but have been relevant since the emergence of modern academia in the 19th century. It is thus only appropriate to take a look back and to explore these questions in a historical perspective, considering the period from the late 19th century until today.

****Key Questions****
What have been the processes through which elites have been formed in Central, Eastern, and Southeastern Europe over the past 150 years[1]? How central is the formation of elites to the respective state and society and which resources have been made available at different historical periods? Which role have universities and other institutions of higher education taken, and what significance have Academies of Sciences and Arts had in creating an elite? How has the interrelationship between political elites and universities changed across time in different political systems with divergent ideological orientations? Are there success stories? If not, why not? What, if at all, are the particularities of these phenomena in Central, Eastern and Southeastern Europe? What have been the consequences of cross-border university education for elite formation?

****Logistical Details****
All those interested contributing to the project are invited to submit their proposal in German or English by 31st May to harald.heppner@uni-graz.at and florian.bieber@uni-graz.at. * Academic details of the author
 * Email and contact information
 * Title of the proposed paper and abstract (at least 300 words).

There are two types of papers
1: Longer chapters with a broad perspective on the above questions, in particular from a comparative perspective (20-25 pages);
2: Shorter chapters on particular case studies based on the above mentioned questions (ca. 10 pages).

The project coordinators will make a selection of proposals and determine which of the two categories they belong to and inform all applicants by 30th August 2012.

The authors of the accepted chapters will receive editorial institutions and are invited to submit their completed chapters by 30th May 2013. No honorarium for chapters is envisaged.
INTERNATIONAL STUDENTS GET A TASTE OF COLLEGE FOOTBALL

Sport Management Professor Nick Watanabe delivered a lecture at Beijing Sport University. In trying to use baseball and football to explain commercial opportunities, it became clear that the example was lost on most students since they were unfamiliar with the American sports.

In order to bridge this cultural gap, Watanabe created an event for 150 international students at the University of Missouri to meet with the college's football team and learn about the rules and nature of the game.

At the event, international students will learn about the lives of student-athletes, tour facilities, participate in an on-field clinic, and eat lunch at a tailgate. The hope is that international students will come to understand America's passion for football, and get excited and participate in college football Saturdays.

WHAT TO DO IF YOU CANNOT VISIT COLLEGE CAMPUSES

After receiving your acceptance letters, visiting college campuses may not be an option if you are an international student. The New York Times' India Ink blog asked what students can do and which resources are beneficial when deciding where to enroll if they cannot visit the campus.

Along with using the assortment of online resources available, it is recommended that students also watch for admissions officers and alumni who travel and hold information sessions in their home country. Also, take advantage of social media tools and online chats with current international students, alumni, faculty, or administrators. When choosing a school, it is important to understand what you expect of your experience in the U.S., and thoroughly research how a school's programs, student life, and activities might meet these expectations.

Summer school: Beyond Enlargement. The Wider Europe and the New Neighbourhood

18th CEI International Summer School

Beyond Enlargement.
The Wider Europe and the New Neighbourhood

Cervia, Hotel Genzianella
Via Roma 85 - Cervia - Italy

The Background

The 18th edition of the CEI International Summer School "Beyond Enlargement. The Wider Europe and the New Neighbourhood" will take place in Cervia, from Sunday 2nd to Saturday 15th September 2012.

Since 1995 the "Europe and the Balkans International Network - Centre for Eastern European and Balkan Studies", established by the University of Bologna, has been organising a yearly Summer School for post-graduate students from Eastern Europe and from the European Union. Up to the ninth edition, held in 2003, the School was entitled "Post-Communist Transition and European Integration Processes". Starting from 2004 the School has the title: "Beyond Enlargement. The Wider Europe and the New Neighbourhood". This title change is explained by the enlargement of the EU towards ten East European Countries in 2004, seven of them belonging to the CEI area that represents the conclusion of the so called "post-communist transition", at least for this part of Eastern Europe. The recent policy of the EU on "Greater Europe and the new neighbourhood" offers new rooms for an interaction between the CEI and the EU strategic goals, and this will be taken into serious consideration in the School programmes as well as in the selection of the students.

The School Offer

The overall objective of the Cervia Summer School 2012 is to promote the CSOs Network consolidation, through sustainable transfer of scientific know how, and through a permanent interaction stemming from both formal and informal learning. The School will deal with diversity management as a new frontier in the development of democracy and peace. Democracy, in this course, will be analysed also in the light of the "Democracy plus" conception, as asserted from Wojciech Sadurski. In other words, it means that Democracy, "not only requires designing and following the correct procedures, but its laws must in addition comply with certain values, such as human dignity, liberty, equal concern for all etc., in order to be fully legitimate". In this sense, the School will adopt a holistic approach while delivering its courses with regard to all aspects of diversity management training and cross cultural orientation. In this sense, the Cervia Summer School 2012 will highlight mostly the relevance of "participatory democracy" through Deliberative Forums involving Civil Society Organisations. Deliberative approaches to decision-making imply a crucial role of empathy mechanisms, with the aim of achieving more shared policies and spirit of accommodation among conflicting claims. In deeply divided societies, deliberative approaches might serve to overcome discriminations against gender, religious beliefs, ethnic minorities, sexual orientation.

That is why, the main objective of the Summer School 2012 is to raise sensitivity against discriminations and in support of reconciliation, as well as to a more sustainable development in terms of economic production as well as of styles of life by actively promoting the CSOs Network experience and perspectives within the Summer School framework.

The School offers its participants a unique international arena where the problems of the Enlarged Europe can be analysed in depth through the active participation of a prominent and well experienced International Faculty and a select, widely differentiated group of CSO activists from various countries. Thanks to its scientific and methodological approach, tested during the past seventeenth editions, the School contributes in creating strong roots for high standards of self-understanding and tolerance, looked upon as basic values for the advancing of the civil societies, for the consolidation of political institutions in South-Eastern Europe, Caucasus and CIS, and the overcoming of conflicts in these Regions. Indeed, these are the basic prerequisites for the integration of this Area inside the EU in the next future, or for the establishment of a good neighbourhood.

At the same time, the young generations coming form these areas are expected to become members of the new leadership, supporters of democratic principles, human rights values and free market economies. These generations could also become able to create, in their own countries, positive expectations from economic and democratic integration in Europe or from a strong cooperation with the EU, reversing the current trends, particularly in South East and CIS Europe, where strong national confrontations and ethnic contrasts are often considered as values.

One of the most significant challenges for democracy in the diverse and increasingly integrated world of today is diversity management. Originally, the notion has been referred to enterprises and labour organization while dealing with transnational corporation businesses. However diversity represents today a great challenge for the development of Democracy and modern Governance, involving institutions, local authorities and the civil society organisations (CSOs). In this sense CSOs can act as peace enforcers and shape policy making processes.

The recognition, respect, and the acceptance of otherness do not represent only crucial components of any democratic political strategy that aims at social peace and stability, justice and social development. All contemporary societies need to be aware of that and, consequently, scholars, governance and, most importantly, civil society should pay adequate attention to diversity management. It is for this reason that a strategy of active diversity management in the Western Balkans, capable of channelling existing grievances to arenas less prone to violent conflict (such as politics, education, culture, mass media) but still able to spark one off, is essential in preserving the still fragile stability we witness today especially considering the current global economic crisis. CSOs should be the principal catalyst and sustainable multipliers of these strategies.

Consequently the sustainable development and green economy challenges issue is essential in order to deepen the study of the new scenarios of sustainable development, as a new approach to economic and social issues. This implies a specific care to the environment protection and to alternative technologies for energy. The growing relevance of these topics is related both to the need of relaunching the European economy under new basis and to guarantee peace in terms of access to resources: actually, the exploitation of existing energy sources has to cope with their increasing scarcity while the claims for their exploitation are dramatically broadening. The debate that took place in Copenhagen and its modest results have contribute however to spread the awareness of these challenges in the CSOs which claim their active participation in the decision making process in order to assure a more assertive and proactive consensus as well as a social cohesion and well being to the new social and economic transformation. Therefore the EU approach to these issues will be in depth presented and analysed during the classes by focussing on the Implementation of Sustainable Development Practices in the EU strategy, on the Indicators of Sustainable Development, on the role of civil societies in the Ethics and Economics in a Process towards Sustainable Development as well as in the Ethical Bases for Environmental law.

The 2012 Summer School will be articulated into 2 courses:
Course A: Diversity Management, Governance and the Role of Civil Society Networks

CSOs Network: challenges and perspectives on the CEI area
The Role of Deliberative Forums in deeply divided societies
Civil Society Organisation contribution to EU Regional strategies
Fighting against discriminations: The Rule of Law and CSO 'dog-watching' activities
Fighting against discriminations: Gender Policy and Nationalism
Fighting against discriminations: Diversity management in multi-religious countries
Fighting against discriminations: the Roma in the Western Balkans
Course B: Sustainable Development, Green Economy and the Role of Civil Society Networks

Awareness-raising impact of CSOs Network on sustainable development
Climate change and CSOs in a European perspective
Cross-border cooperation (CBC) initiatives: a civil society paradigm
Regional economic strategies: the Danube Cooperation Process, the Central European initiative and the Adriatic Ionian Initiative
Sustainable energy: food, society and policy
Course B is organized in collaboration with the Summer School in International Cooperation and Sustainable Development Policies.

Participants will attend the courses split in two groups, one per area. Courses will be held in Cervia (Ravenna), Italy, and will include 70 hours of lectures, seminars and workshops. Moreover, both courses will be supplemented by some interdisciplinary events, scheduled inside the courses calendar. The subjects of these meetings will concern topics of politics, international dimension and the role of the European Institutions, potential cooperation with New Neighbourhood Eastwards and inter-regional relations in South East Europe.

Civil Society Networking: expanding the CSO Network

Members of CSOs Network, and particularly 2010 alumni, will be pro-actively involved in the 2012 Summer School courses, by introducing the Network to the attendants during a particular session that will be devoted to the role of civil societies in deeply divided countries, their main tasks and commitments with a focus on diversity management and sustainable development.

Interdisciplinary Events

The School promotes interdisciplinary event and panel discussions scheduled inside the courses calendar. These interdisciplinary events are designed precisely in order to increase the sensitivity of all participants about the mutual influence that characterises topics related to good governance, economic development and sustainability, democracy and environmental protection. This sensitivity will allow them to better operate in their specific conditions to the benefit of their own country.

Moreover, these modules will be organised in a form of exercises and simulations:

Deliberation in Deeply Divided Societies
Dealing with Diversity: Developing a Multi-Cultural Mindset
A city of ancient origins, probably Greek, Cervia (Ficocle in the past) was placed near the present seaside, in little valleys, suited to canalising the sea water and creating the conditions for natural salt pans. Ficocle was destroyed by Exarch Teodoro in 709 BC. It was later rebuilt and became an important economic centre because of its salt production. Salt was a precious basic commodity, especially for the preservation of foods. That is why Cervia was a bone of contention for the rulers of the time. Very important were the relationships with Venice and with the powerful Lords of Malatesta and De Polenta, before it fell under the dominion of the Papal State -from 1509 to 1859.

The city was transformed again from 1697 to 1714, during which period were built the great "Magazzini del Sale", the San Michele Tower and the historical city, within the boundaries marked by the quadrilateral formed by the Salinari's Houses. There was a large central square surrounded by the Cathedral, the Bishop's Palace, the Town Hall and the Mansions of the most powerful families. Nowadays Cervia is one of the best-known European tourist resorts, with nine kilometres of soft sandy beach skirting the sea-resorts of Cervia, Milano Marittima, Pinarella, and Tagliata. The green pinewoods and shady roads along the seafront ensure that the air is fresh, pure and rich of iodine. The ancient salt-city, the old fishing village, the large and ancient pinewood have turned, over the course of the last few decades, into a well developed tourist-centre, with the original environment still untouched, which gave a decisive impulse to the birth of the so called "Garden city". Cervia is also well-known thanks to its thermal Baths, open from May to October.

Browse the city of Cervia's website for additional information.

The Accommodation

Accommodation will be in one of the Emme hotels (3 stars) which are close to the beach and close to the historical centre of Cervia.

Conference: Designing Socialist Modernity

Designing Socialist Modernity. A one day symposium at the Royal College of Art, London.

Full details and programme on:
http://designingsocialistmodernity.blogspot.com

Design and Architectural History / Post War Eastern Europe / Late Modernism.
Registration Deadline: May 8th

East European post-war modernity is the object of increasing interest among cultural historians. Within centrally planned societies, 'designing modernity’ was an attempt to create a material and structural basis upon which communism could be achieved. The social significance of designed objects, works of art, and the urban environment were all contested and re-conceptualized at different points and locations during this period.

This one day Royal College of Art symposium, Designing Socialist Modernity will explore the complex processes of emerging modernity in Central and Eastern Europe, including the GDR and USSR. The event brings together a variety of approaches from design, art and architectural history, anthropology and material culture studies, spanning a wide geographical area. This will provide a basis for discussion on how designers, craftspeople, artists, theorists, engineers and other specialists attempted to create a material basis for modernity in socialist countries after 1945.

The day will be structured around segments of a film created for the 1975 Congress of the International Council of Societies of Industrial Design, held in Moscow. The film is a recording of a rehearsal of a multi-media display which was created to match the congress theme, Design for Man and Society. Blending images from Renaissance paintings, consumer goods' catalogues, 1895 Lumière Brothers films and live television broadcasts, the show was intended to symbolize the saturation of the material environment with things and commodities as a consequence of modernity. The display was censored by the Soviet authorities shortly before the congress, and will be shown for the first time in its intended form: as a visual counterpoint to speeches relating to the design of modernity. The film brings out many themes that we hope will arise from the papers, questioning the role of the man-made object in post-war socialist societies.

The symposium will also be punctuated by short object-based presentations given by MA and PhD students who are researching related topics at the Royal College of Art.

The event takes place on Tuesday 22nd May in RCA Lecture Theatre 1 (Jay Mews entrance, Darwin building, South Kensington campus) and is followed by a wine reception in the Senior Common Room in the same building.

Registration

Postdoc Position, Deep Earth Seismology, Stanford University

Seeking Postdoc for Computational Research in Deep Earth Seismology

Professor Jesse Lawrence is looking for a postdoc to join his Deep Earth Seismology group. The postdoc will work on computational aspects of waveform modeling, including methods to simulate waveforms with stochastic quantized lattice vibrations, distributed workflows across thousands of computers (e.g., Folding@home or BOINC), and generating adaptive meshes to better characterize 3D heterogeneity within the Earth. The goal of this project is to enhance our earthquake forward modeling methods to better understand how dynamic processes within the Earth focus, defocus, and scatter seismic waves. The position is for one year with a possibility of renewing for a second year. The expectation is that the research will lead to at least one publication in a peer-reviewed scientific journal. The postdoctoral scholar will have access to a large cluster and a large distributed computing network. The project will tie into ongoing research within the Deep Earth Seismology group, including the Quake-Catcher Network (http://qcn.stanford.edu), the Noise Observatory for Imaging the Subsurface of Yellowstone, and efforts to simulate lunar seismograms recorded during the Apollo missions.

Requisite skills include programming in C/C++, MPI and scripts, the ability to communicate clearly, and a thorough background in physics or geophysics with an emphasis in wave phenomena. Submit your PDF application to Claudia Baroni via email (cbaroni@stanford.edu). Your application should include a cover letter, a CV, a list of publications, and contact information for 3 reference writers. Applications will be reviewed until the position is filled by a qualified applicant.

MIDDLE TENNESSEE STATE UNIVERSITY GRADUATE ASSISTANTSHIPS

Founded in 1911 as one of three state normal schools for teacher training, MTSU is now the oldest and largest public university in Middle Tennessee.

A limited number of graduate administrative assistantships, graduate teaching assistantships and graduate research assistantships are available. Graduate Assistantships provide a monthly stipend and a waiver for tuition. Out-of-state residents also receive a waiver for out-of-state fees.

Persons interested in applying for a graduate assistantship should also contact the individual department as additional application materials and references may be required. Some departments may also have specific deadlines for assistantship applications. Eligibility for an assistantship requires a student to be fully admitted into his/her desired program and have a current GPA, whether graduate or undergraduate, of 3.0 or higher.
VISA PROCESSING FEES TO CHANGE ON APRIL 13, 2012

Effective April 13, 2012, the Department of State will adjust visa processing fees. The fees for most nonimmigrant visa applications and Border Crossing Cards will increase, while all immigrant visa processing fees will decrease.

The Department is required to recover, as far as possible, the cost of processing visas through the collection of application fees. For a number of reasons, the current fees no longer cover the actual cost of processing nonimmigrant visas. The nonimmigrant visa fee increase will support the addition and expansion of overseas facilities, as well as additional staffing required to meet increased visa demand.
FOREIGN GRAD APPLICATIONS UP AGAIN

More graduate applications from outside the United States -- especially from China – are pouring into U.S. universities, according to a new study by the Council of Graduate Schools.

Nathan Bell, the Council’s director for research and policy analysis, said the 9 total percent total growth in applications indicates a continued interest in American graduate programs. This year marked the seventh year-over-year increase in applications.

“Nine percent growth is pretty amazing,” he said. “For the last three years, it’s been very, very strong.”

Those numbers, which measure the number of applications submitted and not the number of prospective or accepted students, mirrored the overall trends from a year ago. This year’s 9 percent growth rate is just off the 2011 rate of 11 percent, while the 18 percent growth in applications from Chinese students compares to 21 percent growth last year.
